If the new Homan-Adams alliance is real, here's priority one

So over the weekend new Border Tsar Tom Homan had sit-downs on Fox with NYC Mayor Eric Adams, touting the new alliance the Trump administration is forging here in the Big — and presently, pretty rotten — Apple.

The major talking point: that ICE will be restoring its on-site office on Rikers Island, the main New York City jail.

Is it real? A promise of progress?

Or just politics?

Now let’s be clear — Homan is kicking ass. The only person who seems unsatisfied with his performance (aside from the left, of course) is Homan himself. He wants the pace of arrests and deportations to accelerate. Good. This sort of resolve is what has been sorely lacking in our leadership.

But if the New York City/Trump & Homan lovefest is for real, here’s a real test for it.

The first order of business for the ICE office on Rikers Island that Eric Adams has vowed to reopen should be to deport one Edward Johnson, NYSID #06897595M. A common name, but not a common criminal.

Edward Johnson has been the subject of media headlines several times in his short stay in the United States. And not for his work with charities. Edward Johnson has a penchant for crime, particularly violent crime against female hospital workers.

Johnson, who is an illegal immigrant from Jamaica, has been arrested 65 times in his estimated 10 years living in the United States. At least 42 of those arrests have been sealed, meaning that the DA’s office tasked with prosecuting the case never followed through for one reason or another.

What we know about his open arrests is that he is a violent and dangerous person; he has gun charges and felony assaults on his rap sheet.

What workers in Bronx hospitals can tell you is that he has a penchant for assaulting female medical workers, particularly female doctors and nurses. Edward Johnson has been assaulting female hospital employees since at least 2019. It was in 2019 that he punched a 45-year-old female doctor and a 61-year-old female nurse at Einstein Hospital in Morris Park. He was arrested for that incident.

In July of 2022 Johnson assaulted Saint Barnabas Hospital ER doctor Colleen Leahy as she went to treat him. Leahy suffered a bruised eye, and Johnson was arrested and charged with felony assault. A year later, Johnson was back at Barnabas and incredibly again assaulted Dr. Leahy and another hospital employee. This time Johnson kicked Leahy, causing an injury. Johnson was gone by the time cops arrived, but they took a complaint report for the medical mauler and detectives had to track him down.

Another attack occurred in January of 2024. Jacobi Hospital nurse Chelsea Mora was working in the emergency room when she attempted to take Edward Johnson’s blood pressure. Without warning Johnson punched Mora in the left eye, causing swelling and bruising. Johnson was arrested for this crime but was released back on the streets by the dysfunctional Bronx criminal justice system.

The most recent attack came on Christmas Day 2024. Johnson was at Montefiore Hospital where Johnson punched a female phlebotomist in the chest as she attempted to take his blood. Finally. FINALLY! Johnson was remanded and sent to Rikers Island. He is currently being held in the North Infirmary on the prison island.

Now, you might ask, why was Edward Johnson even out on the street after the 2019 assault or any of the other dozens of crimes he had committed? The answer is the Bronx District Attorney’s Office. We can speak from experience that this office is rife with incompetence and twisted ideologies.

We can speak from personal experience about the incompetence of the Bronx DA’s Office. As a former supervisor in NYPD’s Bronx Detectives, we often had to fight and cajole to get simple cases involving violent perps prosecuted. And if you weren’t paying attention all the way to sentencing, cases would fall by the wayside.

Later, as the Commanding Officer of Financial Crimes Task Force, I had to relearn the lessons of the Bronx DA’s Office. Eventually, we had to give up on taking Bronx crimes that we couldn’t bring to the US Attorney’s Office. We just couldn’t get a case prosecuted in the Bronx. We just got incompetence, obfuscation, and dropped cases.

The NYPD avoids letting the Bronx DA’s Office prosecute gun charges. The Trigger Lock Program was created to take qualifying gun arrests to the US Attorney’s Office so as to sidestep the Bronx criminal justice circus.

The victims of Edward Johnson feel the same way about Bronx Justice. They dealt with un-returned phone calls, “misunderstandings” about victim’s willingness to prosecute (hint: victims were vociferously willing to prosecute), and woke mumbo-jumbo about criminals’ rights.

For example, Bronx DA Darcel Clarke herself has stated that she is concerned about the immigration status of the criminals her office prosecutes. In her official message on “fair justice” she admits that the immigration status of offenders is considered when determining what to charge.

You heard that right. Not the victim’s immigration status – the perp’s immigration status is considered to avoid putting them on ICE’s radar. One of the victims was explicitly told by a Bronx Assistant DA that they would not be pursuing charges on Johnson because it would jeopardize the perp’s immigration status. Can you imagine being told that by a prosecutor?!

In another correspondence with the Bronx DA’s Office, it was explained to a victim that Edward Johnson is mentally ill. Hey, thanks for the tip!

Of course Johnson is mentally ill. Normal people do not randomly attack female doctors repeatedly. The communication from the DA’s office made it seem like this was a valid reason to decline to prosecute him or continually release him. Do you think the mental health status of a perp matters when he is punching you in the face – or worse? Victims are still traumatized and injured. Mental health is a serious problem in the criminal justice system, but the Bronx DA uses it as an excuse to abdicate their responsibility.

The Bronx DA’s Office even neglected to issue an order of protection to one of Johnson’s victims. Ideology isn’t the only thing in the way – compassion and competence are lacking as well.

The good news: One agency recognized the problem and issued a warrant for Johnson’s arrest. That was Immigration and Customs Enforcement. ICE’s active warrant can get Johnson picked up from almost anywhere – except NYC custody. New York State and City law prohibit cooperation with immigration enforcement activities.

What ICE needs to do is forget about the Bronx criminal cases. In our experience, the DA will delay, downgrade, and dismiss as much as possible. Edward Johnson will slip through the cracks and, much to no one’s surprise, be back on the street.

Tom Homan and ICE need to make the case that they should take immediate custody of Edward Johnson and get him deported.

Mayor Adams has promised cooperation. Let’s make this happen Mr. Mayor. Let the feds take control of Edward Johnson and make our Bronx streets — as well as our female medical staff — a lot safer.

And considering that this sort of thing is the exact basis upon which James’s ludicrous case against Donald Trump was based… questions should at least be put to her.

This story is growing… but frankly, it should be bigger.
